Beginning in 2014, the Housing Authority of Baltimore City (HABC), engaged EJP to develop a master plan for the Perkins-Somerset-Oldtown (PSO) neighborhood, culminating in a FY 2017 Choice Neighborhood Implementation award of $30 million. Since that time, EJP has served as program manager to assist with CN implementation that is expected to leverage approximately $1 billion in neighborhood investments including but not limited to construction of 1,347 mixed-income units, creation of two new parks, development of a new elementary school, and investment in several key commercial corridors.
