EJP has served as full‑service advisor to the Housing Authority of the City of Annapolis (HACA). EJP conducted a portfolio assessment and operations review that informed an organizational‑change action plan, and updated HACA’s Administrative Plan and Admissions & Occupancy Plan to embed new policies and maintain HUD‑compliant alignment between public housing and vouchers. In 2021, EJP secured a CN Planning Grant and led a resident‑driven process that produced a transformation plan for Eastport Terrace–Harbor House. Additional assistance has included three RAD applications, a Section 504 compliance plan, a language‑assistance plan, and a developer procurement that secured an experienced mixed‑finance partner. EJP continues to advise on funding, phasing, and implementation strategies to translate the plan into bricks‑and‑mortar results.
