SMALL HOUSING AUTHORITIES

EJP serves a diverse range of clients across the United States with as few as 20 units to as many as 6,300 units. As a small, woman-owned business, EJP is able to work more closely with clients, offering comprehensive, one-on-one support with repositioning, operations, development, and more. Small PHAs (under 250 Public Housing units) have several repositioning options they can choose from. EJP has worked with PHAs utilizing all of the different methods, such as RAD, RAD/ Section 18 Construction blends, RAD/ Section 18 Small PHA Blend, Section 18, and Section 22, often combining one or more options to maximize the PHA’s post-conversion revenues and ensure long-term sustainability. Straight Conversion

EJP completed the first Streamlined Voluntary Conversion (Section 22) application in the region and was successful in requesting and receiving the first waiver of the competitive Request for Proposal process. The waiver was necessary for the HCV Contract Administrator to award Project Based vouchers to Mount Pleasant for their converted Public Housing units. EJP provided post-conversion assistance to transition MPHA out of the Public Housing Program and ensure long-term affordability for their residents without the risk that the subsidy would leave the community.

Straight Conversion

EJP closed a RAD/ Section 18 Small PHA conversion with the Marfa Housing Authority for 74 units of Public Housing. Originally, MHA projected converting under the RAD program with no Section 18 overlap, but pivoted with the issuance of the new RAD/ Section 18 Small PHA program. EJP assisted MHA close both the RAD and Section 18 portions of the conversion, resulting in two separate HAP contracts administered by the Odessa Housing Authority. EJP also requested a PBV waiver on behalf of OHA, as well as assisted with post-conversion closing activities for MHA. The conversion resulted in a 40% increase in rental revenue for MHA over current Public Housing funding.
