Tarrytown to Assist with Modernization of Franklin Courts

EJP Consulting Group is proud to partner with the Tarrytown Municipal Housing Authority (TMHA) and Wilder Balter Properties on a transformative effort to revitalize two key public housing communities through the RAD/Section 18 program. This collaboration will advance the preservation and modernization of Franklin Towers and Franklin Courts to better serve residents and strengthen the Village of Tarrytown. Franklin Towers is slated to close later this month and begin rehabilitation of its 81 units. Meanwhile, Franklin Courts is moving forward with phased demolition and new construction, which will increase affordable housing on the site from 70 to 80 units and expand housing opportunities for families in the community.

The Village of Tarrytown is collaborating with Westchester County and Wilder Balter Properties to redevelop the affordable rental complex Franklin Courts. The project will demolish the existing outdated buildings near the Tarrytown Train Station and replace them with two multi-family buildings and 11 townhouses, totaling 90 affordable housing units. The number of one to four-bedroom units will increase from 70 to 80, with most tenants continuing to pay 30 percent of their household income for rent. Existing tenants will be temporarily relocated during construction, which is expected to take about three years, and will be given preference to move back once the new units are finished.

The details

The Village of Tarrytown has authorized an Intermunicipal Developer Agreement with Westchester County and Wilder Balter Properties to apply for up to $5 million in county funding to support the Franklin Courts redevelopment. Wilder Balter Partners received site plan approval from the village Planning Board in February 2025 to demolish the existing buildings and construct two new multi-family buildings and 11 townhouses, totaling 90 affordable housing units. The property will continue to be owned by the Tarrytown Municipal Housing Authority.


The Village Board authorized the agreement earlier this month (February 2026).

Wilder Balter Partners received site plan approval from the Tarrytown Planning Board on February 24, 2025.


Construction is expected to take about three years.


What’s next

Once construction is completed, current Franklin Courts tenants will be given preference to move back to the new affordable housing units.
