New Affordable Senior Housing Opens in Honolulu
EJP served as redevelopment advisor to the Hawaii Public Housing Authority (HPHA) for the Ho’ohiki Senior Living development effort constructed on State land. This included assisting in procuring the co-developer, creating a three-phase master plan with community involvement, obtaining entitlements and permits, relocating HPHA central office space, advising on building and unit design, reviewing financial proformas and schedules, and financial closing. The first phase of Ho’ohiki is a 15 story building with around 250 units (studios, one-bedroom and two-bedroom) for seniors (55 and older) earning no more than 60% of the Area Median Income. EJP continues to assist HPHA and its co-developer as the remaining phases of the master plan are incorporated into HPHA’s Ka Lei Momi 5 year redevelopment forecast.

Honolulu leaders celebrated the opening of Hoʻohiki Senior Living, a new 15-story affordable housing community in Kalihi developed through a partnership between the Hawaii Public Housing Authority and Highridge Costa. The development offers 249 affordable rental homes for residents age 55 and older earning up to 60% of the Area Median Income.
Located on North School Street, the community includes studio, one-bedroom, and two-bedroom apartments, along with amenities such as a fitness room, computer lab, library, and outdoor recreation deck with walking paths, gardens, and spaces for community events. The name Hoʻohiki, meaning “pledge” or “oath,” reflects the development team’s commitment to serving Hawaiʻi’s kūpuna.
